Is there any ab exercise that focuses more on the lower abs?
For most people the reason the lower abs dont show is the fat deposits along the waist. You really have to drop your bodyfat to very low levels to get the lower abs to show, very few people can do it. There is some genetics involved too, everybodys abs are shaped differently. Not everybody can build 8-pack abs. To answer your question, there are exercises that are supposed to be for the lower abs but I dont like doing them because they are really hard on the lower spine.

The Best Way To Get Abs Is To Just Do The Original Situps.
Actually you have to burn off calories to lose the fat around the middle and situps will not burn off enough fat. The situps will strengthen the muscles but will not cause them to show through the fat. Run swim , bike ride anything to burn the calories and eat right. They work your hips too much and can strain your back I think. Do crunches, side crunches and leg raises.
I just bought mine. I'm just starting out with it but never used a wheel. But I really don't know what kind of advice I can offer. Like I mentioned in a previous, I never specifically trained for the ab wheel. I'm a rock climber, and I was doing a lot of bouldering on overhangs, my core strength increased a lot simply from that. When I first started climbing my friend showed me an exercise called the front lever, and I wasn't able to do it. After a few months of climbing, one day I decided to try the front lever again and I was able to do it easily.
